Planting the Flag: a strategy for ICT-enabled local public service reform

Planting the Flag is primarily a guide for Chief Executives, elected members, and senior management teams in local public services. A more detailed version is available for CIOs/Head of ICT, ICT specialists and the private sector.

Planting the Flag is the result of open and wide consultation across the public, private and civil society sectors, including central government colleagues and the ICT industry. It builds on work done by the Local Government Association (LGA), Society of Local Authority Chief Executives and Senior Managers (SOLACE), Chartered Institute of Public Finance and Accountancy (CIPFA), and others on the future of public services.

Planting the Flag offers a local dimension to national ICT policies, strategies and plans for England, Scotland and Wales.
